Make sure you are copying them and are in no way altering or removing the game file's images. Now, lets grab an existing flag from the games files and put them into our mod files. Within flags, you should have another two folders: 'small' and 'medium'. 'Hearts of Iron IV / mod / your_mod / gfx / flags' So lets go over this quickly!
